Course Description:
Opening a new child care center or educational facility in New Jersey involves more than just meeting educational and safety standards; it also requires an environmental evaluation overseen by a Licensed Site Remediation Professional (LSRP) and the issuance of a Response Action Outcome (RAO).
In accordance with Department of Children and Families (DCF) guidelines, N.J.A.C. 7:26E, and New Jersey Department of Environmental Protection (NJDEP) guidance, a Preliminary Assessment (PA), and if necessary, the investigation and remediation of Areas of Concern (AOCs), is required prior to the issuance of the RAO. The PA for a child care facility is unique and expands the environmental evaluation beyond what is commonly considered for typical site remediation, such as additional focus on play areas and AOCs that are off-site or outside the leasehold.
This comprehensive program provides a breakdown of the PA and remediation process, including site inspection, historical use review, and the evaluation and investigation of AOCs and play areas. It also examines the regulatory requirements and best practices for submitting complete environmental reports for child care centers and educational facilities.
Key Discussions:
- Review of NJDEP’s Child Care Guidance Document: Understand how to navigate the regulatory framework and align your reporting with current expectations.
- Site Assessment Process: Discuss the stages of the environmental evaluation, including child care facility PAs, investigation and remediation of AOCs, the issuance of the Child Care Facility RAO with the applicable notices, and available HDSRF grants.
- Common Pitfalls: Discover the most frequent issues found in child care center environmental reports and how to avoid them.
- Actionable Recommendations: Gain practical insights for ensuring your site assessment is thorough, compliant and timely.
- Case History of Kiddie Kollege: Learn from a real-world example of what happens when environmental risks are overlooked in child care settings.
This course is essential for environmental professionals, consultants, and child care facility directors looking to understand New Jersey’s environmental requirements to obtain a DCF license for a child care center or educational facility.
